The Australian Communications and Media Authority (ACMA) regulates communications and media to contribute to maximising the economic and social benefits of communications infrastructure, services and content for Australia.

The Electrical Equipment Safety System (EESS) is a framework that regulates the supply chain of in-scope electrical equipment (low voltage equipment for household, personal or similar use).

EESS In-Scope Electrical Equipment
The term “in-scope” is defined in law and means electrical equipment that is:

—rated at a voltage greater than 50 V AC or 120V DC; and
—rated at a voltage less than 1000V AC or 1500V DC; and
—is marketed as suitable for household, personal or similar use.
Risk Levels
The EESS provides for in-scope electrical equipment to be classified into three levels:

Risk Level 1 – electrical equipment that is classified low risk or unknown risk and is any in-scope electrical equipment not classified as Risk Level 3 or Risk Level 2.

Risk Level 2 – electrical equipment that is classified as medium risk and is defined in the AS/NZS 4417.2.A list of the current Level 2 equipment can be found here.

Risk Level 3 –electrical equipment that is classified as high risk and is defined in the AS/NZS 4417.2. A list of the current Level 3 equipment can be found here.

Responsible Suppliers
The Responsible Supplier (on-shore manufacturer or importer) must meet all the requirements of the EESS, including:

—That the electrical equipment offered for sale is categorized as risk level Level 1, 2 or 3 and is electrically safe.
—Ensuring that any in-scope risk level (Level 1, Level 2 or Level 3) electronic equipment offered for sale meets the safety requirements of the EESS (including the Equipment Safety Rules).
—The Responsible Supplier and any in-scope electrical equipment offered for sale are correspondingly registered.
